Those in front of the stage found themselves pinned against metal barriers, unable to raise their arms or even draw breath. As the crowd packed ever tighter, a few people slipped, fell, and were trampled. Others died standing up, suffocating to death as the music continued to play. By the time anyone realized what had happened, nearly ten people were dead and dozens more injured. It was June 30, 2000, and the scene was a <a href=\"https:\/\/ultimateclassicrock.com\/pearl-jam-roskilde\/\" target=\"_blank\" rel=\"noreferrer noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/ultimateclassicrock.com\/pearl-jam-roskilde\/&amp;source=gmail&amp;ust=1637075376136000&amp;usg=AOvVaw2wmfBSxcH45nkJgy7Se0LQ\">Pearl Jam concert<\/a> at Denmark\u2019s annual Roskilde Festival, one of the largest music events in Europe.<\/p>\n<p>The parallels to Friday\u2019s deadly Travis Scott concert in Houston, on the first night of the Live Nation\u2013organized Astroworld festival, are uncanny. After both events, concertgoers were initially blamed\u2014for using drugs, for mobbing the stage, for failing to help each other\u2014even as experts in crowd science pointed their fingers at poor event planning. The performers came in for their share of criticism: Pearl Jam and Travis Scott are both known for high-energy shows that frequently include crowd-surfing and stage diving.<\/p>\n<p>The Roskilde tragedy, in which nine concertgoers died, prompted a comprehensive rethinking of festival security throughout Europe. In consultation with crowd-safety experts, festival organizers created a set of best practices that have made European music festivals among the safest and best-organized in the world. Mass-casualty events have still occurred\u201421 people died in a crowd-crush incident at the 2010 Love Parade festival in Duisburg, Germany\u2014but experts say that European festivals are now the international gold standard.<\/p>\n<div><\/div>\n<p>The Astroworld disaster may prompt a similar reckoning for the American festival industry, which, before the pandemic, attracted an estimated <a href=\"https:\/\/www.billboard.com\/articles\/columns\/music-festivals\/6539009\/music-festival-statistics-graphic\" target=\"_blank\" rel=\"noreferrer noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.billboard.com\/articles\/columns\/music-festivals\/6539009\/music-festival-statistics-graphic&amp;source=gmail&amp;ust=1637075376136000&amp;usg=AOvVaw1W6G2BvGWYRDjZL7tqHRKA\">32 million people a year<\/a>. Although there have been deadly accidents before, most famously the Who\u2019s 1979 concert in Cincinnati, at which eleven people died, the social media frenzy over Astroworld seems likely to force festival organizers to implement stricter crowd management measures. (Live Nation did not immediately respond to a set of questions about safety precautions at Astroworld.)<\/p>\n<p>\u201cThis was a preventable tragedy,\u201d said Paul Wertheimer, an American crowd-safety consultant who has been studying concerts for more than forty years. Wertheimer got his start in the industry when he was appointed to serve on the task force that investigated the Cincinnati disaster. \u201cIt was preventable because there are techniques that are known to prevent crowd crushing, crowd surging, and crowd collapse\u2014the kind of chaos that occurs in front of the stage.\u201d<\/p>\n<div>\n<div>\n<div id=\"m_4460277242504739383gmail-acm-ad-tag-div-gpt-inline-1\">Among those techniques: limiting the number of people standing in front of the stage, and creating channels through the crowd (including between the crowd and the stage) large enough to accommodate an ambulance. \u201cThere\u2019s this picture [from Astroworld] of an ambulance driving through the crowd,\u201d said Morten Thanning Vendel\u00f8, a Danish academic who has studied crowd safety. \u201cFrom my point of view, it\u2019s so crazy. Hadn\u2019t they even considered what they would do if you needed to get an ambulance to someone with a heart attack?\u201d<\/div>\n<\/div>\n<\/div>\n<p>Among the biggest questions about the Astroworld disaster is <a href=\"https:\/\/www.houstonchronicle.com\/news\/houston-texas\/houston\/article\/For-37-minutes-after-officials-declared-a-mass-16598473.php\" target=\"_blank\" rel=\"noreferrer noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.houstonchronicle.com\/news\/houston-texas\/houston\/article\/For-37-minutes-after-officials-declared-a-mass-16598473.php&amp;source=gmail&amp;ust=1637075376136000&amp;usg=AOvVaw0NbA8GncFHtIB1RzQ5US_y\">why the concert went on for 37 minutes<\/a> after Houston authorities declared a \u201cmass casualty\u201d event. (At Roskilde in 2000, Pearl Jam ended the concert early after noticing the fallen concertgoers.) Scott briefly stopped the show at several points, apparently in response to seeing emergency workers attending to concertgoers, but ultimately completed his set. Over the weekend, he released a <a href=\"https:\/\/deadline.com\/2021\/11\/travis-scott-astroworld-festival-statement-instagram-1234869565\/\" target=\"_blank\" rel=\"noreferrer noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/deadline.com\/2021\/11\/travis-scott-astroworld-festival-statement-instagram-1234869565\/&amp;source=gmail&amp;ust=1637075376136000&amp;usg=AOvVaw0O1g81464tAQizcSAgCtWq\">video statement<\/a> saying that he \u201ccould just never have imagined the severity of the situation.\u201d At a news conference on Saturday, Houston police chief Troy Finner said he worried that stopping the show would set off a riot among the 50,000-plus attendees.<\/p>\n<div>\n<h3>The crowd-safety experts who spoke to <em>Texas Monthly<\/em> were baffled by why no one pulled the plug. Vendel\u00f8 said it is standard practice in Europe for festival organizers to monitor CCTV video of the crowd to look for medical incidents or unruly behavior. The organizers should have had the power to pause or end the show after seeing dozens of people treated for heart attacks and asphyxiation. \u201cI don\u2019t think it can be the artist\u2019s responsibility,\u201d Vendel\u00f8 said. \u201cThey often have a lot of light in their eyes, so if you\u2019re playing in the dark you really can\u2019t see anything.\u201d<\/h3>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<p>The fact that Scott paused the show at several points\u2014in one case mentioning the ambulance making its way through the crowd\u2014might seem to indicate that Scott knew enough to stop the concert for good. Instead, the Houston rapper continued to amp up the energy, even directing two members of his entourage to stage dive into the crowd.<\/p>\n<p>At the Roskilde Festival, as at many other large European music festivals, crowd security is handled by an independent team, led by a security manager empowered to stop the show with the push of a button. Pressing that button automatically cuts the sound and lights up the audience to allow emergency personnel to attend to injured attendees. Ideally, Vendel\u00f8 said, either the artist or an MC would explain the concert stoppage to the audience to prevent rioting. The circular firing squad that has formed in the wake of the Astroworld disaster, he said, suggests the absence of a clear plan for how to stop the show.<\/p>\n<div>\n<div>\n<div id=\"m_4460277242504739383gmail-acm-ad-tag-div-gpt-inline-2\">Astroworld was Houston\u2019s first major music festival since the COVID-19 pandemic, which experts say may have changed the crowd dynamics. \u201cWe\u2019ve seen a number of events in the UK where people have become exuberant and over-the-top,\u201d said Keith Still, a <a href=\"https:\/\/www.gkstill.com\/consulting.html\" target=\"_blank\" rel=\"noreferrer noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.gkstill.com\/consulting.html&amp;source=gmail&amp;ust=1637075376136000&amp;usg=AOvVaw1nz4WeMBubOQcnJIOB-jgE\">London-based crowd-safety consultant<\/a> who has advised on the Trump presidential inauguration and the Times Square New Year\u2019s Eve celebration. \u201cThat excitement enters into people\u2019s psyches. You get things like the <a href=\"https:\/\/www.ndtv.com\/world-news\/dozens-killed-in-stampede-at-israel-pilgrimage-site-2424928\" target=\"_blank\" rel=\"noreferrer noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.ndtv.com\/world-news\/dozens-killed-in-stampede-at-israel-pilgrimage-site-2424928&amp;source=gmail&amp;ust=1637075376136000&amp;usg=AOvVaw3UwliF8x9BNz9BJSDoTuu6\">stampede in Israel [in April]<\/a>, where all of a sudden they\u2019re back to a religious festival, they become overexcited, and there was a mass fatality event.\u201d<\/div>\n<\/div>\n<\/div>\n<p>The pandemic, which has <a href=\"https:\/\/apnews.com\/article\/covid-19-speeding-highway-deaths-30a26b82eeab5880abab5f2b30952725\" target=\"_blank\" rel=\"noreferrer noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/apnews.com\/article\/covid-19-speeding-highway-deaths-30a26b82eeab5880abab5f2b30952725&amp;source=gmail&amp;ust=1637075376136000&amp;usg=AOvVaw3MU4uj5hydwIovhWjJc9YL\">sent traffic fatalities soaring<\/a> and increased social anxiety, <a href=\"https:\/\/www.nytimes.com\/2021\/09\/27\/us\/social-anxiety-pandemic.html\" target=\"_blank\" rel=\"noreferrer noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.nytimes.com\/2021\/09\/27\/us\/social-anxiety-pandemic.html&amp;source=gmail&amp;ust=1637075376136000&amp;usg=AOvVaw37iEPUf38-cK8BpyLxWjLM\">especially among young people<\/a>, may have helped create the conditions for the fatal Astroworld concert. But while festival audiences frequently get blamed for fatal accidents, Wertheimer argued that responsibility ultimately lies with the organizer, the international concert giant Live Nation, whose events have been linked to at least <a href=\"https:\/\/www.houstonchronicle.com\/news\/houston-texas\/article\/Astroworld-Festival-concert-producer-has-history-16597508.php\" target=\"_blank\" rel=\"noreferrer noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.houstonchronicle.com\/news\/houston-texas\/article\/Astroworld-Festival-concert-producer-has-history-16597508.php&amp;source=gmail&amp;ust=1637075376136000&amp;usg=AOvVaw2vJa8PcKUwGzSVN0fS6CW2\">750 injuries and around two hundred deaths<\/a> since 2006, according to a <em>Houston Chronicle<\/em> investigation. Until festival organizers are found criminally liable for their role in fatal disasters\u2014something that almost never happens\u2014nothing is likely to change, Wertheimer said. \u201cThere have been so many wake-up calls for this industry.
