A bombshell multi-county investigation began last Friday when a 22-year old Black woman escaped bondage after being kidnapped, sexually assaulted, and held captive in the basement of an Excelsior Springs, Missouri man\u2019s home. The man is identified as Timothy Haslett Jr., a white 39-year old male.<\/p>\n

The woman was discovered around 8 a.m. last Friday, October 7th, when reports of a woman banging on doors and crying for help reportedly reached the police.<\/p>\n

Ciara Tharp told The Excelsior Citizen<\/a> that her grandmother provided the woman food and a blanket after bringing her inside Tharp\u2019s home. The Kansas City Defender has been working collaboratively with The Excelsior Citizen, a local news outlet in Excelsior Springs, on this story.<\/p>\n

The victim, identified by the alias \u201cT.J.\u201d in court records, told both Tharp and the police that her friends did not make it and had been murdered by Haslett.<\/p><\/blockquote>\n

\u201cShe made the comment about her friends. That they didn\u2019t make it and that he had killed them,\u201d Tharp said. \u201cI\u2019m really hoping that they find evidence about her friends. If anything, she can have closure about her friends. I just hope they can find everything they need to.\u201d<\/p>\n

According to the Clay County Prosecutor Probable Cause Statement, T.J. reported that \u201cTimothy had kept her in a small room in the basement that he had built. He kept her restrained in handcuffs on her wrists and ankles.\u201d In addition, Haslett \u201cwhipped her while she was restrained\u2026there were injuries on her back that were consistent with this description.\u201d Court documents further say, \u201cshe was able to get free when he left to take his child to school.\u201d<\/p>\n

The official court documents also read: \u201cUpon the [police] officer\u2019s arrival at the residence, they found T.J. She was wearing latex lingerie and had a metal collar around her neck with a padlock, and duct tape around her neck. T.J. advised that a man by the name of Timothy picked her up on Prospect in Kansas City at the beginning of September 2022.\u201d<\/p>\n

In mid-to-late September, The Kansas City Defender published a video of Bishop Tony Caldwell, a local Kansas City community leader who was one of many in the Black Kansas City community who made reports of numerous murdered and missing Black women. In the video, Bishop Caldwell specifically identified that the women who were missing were being taken from an area on Prospect Avenue in Kansas City.<\/p>\n

The Kansas City Police Department made a statement addressing the community testimonies and called them \u201ccompletely unfounded rumors,\u201d dismissing the concerns. Local news outlets followed suit, in essence, silencing any ongoing community voices which maintained concern of the missing Black women.<\/p>\n

Local and national news outlets unquestioningly parrot KCPD statement claiming reports of missing Black women and possible serial killer are \u201ccompletely unfounded rumors.\u201d<\/p>\n

While the investigation remains early and more details will follow, there are now three major confirmed facts which clearly dispute KCPD\u2019s earlier statements; (1) a Black woman was kidnapped, raped and tortured, (2) she was picked up on Prospect Avenue in early September (during the exact time-frame that community members began expressing concerns of numerous missing and murdered Black women in this exact area, (3) she said her friends \u201cdid not make it out\u201d and were killed by Timothy Haslett Jr.<\/p>\n

We spoke with Bishop Tony Caldwell who made the now-viral video and was first to publicly make the reports. He told The Defender;<\/p>\n

\u201cThat was the description of the guy we were talking about and that was the location we said they were being taken from. That\u2019s exactly what we were telling people. I\u2019m just sorry that it took so long, but I\u2019m grateful that she found a way out. I\u2019m sorry people didn\u2019t act on it sooner, and it\u2019s absolutely tragic that the other young ladies didn\u2019t make it. It\u2019s horrible.<\/em><\/p>\n

At first the police said there was no evidence of a serial killer or any young ladies missing. <\/em><\/p>\n

\u201cI could see them saying we can\u2019t comment on an ongoing investigation and leave it at that, but for them to say conclusively, its not happening, to completely shut our concerns down, that\u2019s just wrong.\u201d<\/em> \u2013 Bishop Tony Caldwell<\/p><\/blockquote>\n

We get a lot of information because we\u2019re right on the street level. A lot of times we are even trying to give the police information so they can act on it, because the people in the street don\u2019t trust them and now we can see that\u2019s rightfully so.<\/em><\/p>\n

The families are heartbroken and now they are even more mad. Because something could have been done back then. There\u2019s a possibility their loved ones could have been saved if folks would have acted back when our community was first making these reports, instead of waiting for the young lady to escape. If she didn\u2019t escape we would\u2019ve never known, truly, we would\u2019ve never known this was happening.<\/em><\/p>\n

We asked Bishop Caldwell if he can tell us a bit about his background and how he has built trust in the community to receive information from the community such as this.<\/p>\n

I\u2019m over several churches, two in Kansas City, in California, and Arizona. A Community Center we started here in Kansas City, The Justice and Dignity Center, we opened it up because there was no true justice in the community, to handle cases like this. We take on cases that most people wouldn\u2019t take on, or that the police won\u2019t look into. We also have feeding programs, we work with the homeless, a Seniors First program working with senior citizens and helping feed them as well. Really anything from feeding people in the city to increasing economic opportunity in the urban core. We also work with the youth, many who used to be in gangs, but we\u2019ve helped them get jobs and improve their lives.\u00a0<\/em><\/p>\n

Bishop Caldwell says he hopes this new revelation will cause the police, news outlets and community to take these concerns far more seriously, and to hopefully have a chance of finding the women who are still missing.<\/p>\n

The Defender reached out to the Kansas City Police Department for comment on the recent revelations, and if the newfound evidence changed their previous claim that community reports were \u201ccompletely unfounded\u201d and \u201cthere is no evidence\u201d to support the claim. Please read our correspondence below;<\/p>\n

The Kansas City Defender:<\/strong> \u201cDo you all [KCPD] still maintain the definitive conclusion that reports of additional missing women are \u201ccompletely unfounded\u201d and that \u201cthere is no evidence\u201d to support such reports?<\/em><\/p>\n

We can understand if you all arrive at the conclusion that \u2018there is no evidence,\u2019 if you all have not uncovered any such evidence yourselves, but your statement that such reports are \u201ccompletely unfounded,\u201d is the particular phrase we would like to know if you all maintain is true?<\/em><\/p>\n

Our question is targeted at you all\u2019s assumption that because your missing persons unit did not receive any reports of missing people, that such community reports are \u201ccompletely unfounded\u201d and that \u201cthere is no evidence\u201d to support such claims. It appears that this case disproves the idea that such an assumption can be automatically deduced.\u201d<\/em><\/p>\n

Kansas City Police Department: \u201c<\/strong>We base our investigations on police incident reports of criminal activity. We do still maintain that there is no indication that what you guys reported was accurate and there was no indication that there was anything that supported that claim. We share what information we can publicly, many times from the scene, of incidents of violent crimes when there is a report or an investigation underway, there had and has not been anything that corresponded to your reports on social media and the web which is why we refuted that report and said that the claims were unfounded.\u201d<\/em><\/p>\n

The department\u2019s statement more or less states that if they do not have a missing persons report in their database on someone, that there is zero possibility that the person might be missing \u2013 or at the very least, that they have no interest in helping find them. Their statement that \u201cwe base our investigations on police incident reports of criminal activity<\/em>,\u201d makes clear that community concerns and testimonies mean nothing to them, even after such concerns are proven true, if they are not formally filed and accepted by the department\u2019s missing persons unit.<\/p>\n

It is difficult to interpret the department\u2019s unwillingness to admit it was wrong and to work with the community to search for any additional victims as anything other than an attempt to protect their credibility rather than the safety of the community.<\/p><\/blockquote>\n

How many more people have to go missing or be killed before the department admits it does not have a monopoly on public safety information and that the testimonies of folks in our communities are not \u201crumors\u201d but important sources of information?<\/p>\n

Rape, Kidnapping, and Assault: Charges Filed Against Haslett Jr.<\/strong><\/span><\/h1>\n

Timothy Haslett, Jr., who is being held at the Clay Co. Detention Center, appeared in the courtroom (via video) for the first time since his arrest<\/a> on Friday morning, October 7, 2022. The Excelsior Citizen\u2019s Jason Cole attended the arraignment that was held, Tuesday, October 11, 2022, at 1:30 PM in the Rooney Justice Center in Liberty, Missouri. At the arraignment, Haslett was solemn and stood with his hands behind his back while three charges were filed against him. Count one was rape in the first degree, punishable by imprisonment for a term of 5-years to life in prison. Count two was kidnapping in the first degree, with a punishment of imprisonment for a term of 5 to 15 years. The third count was for allegations of striking the victim repeatedly with a whip and carries a sentence of 1 to 7 years and a $10,000 fine. These were the initial charges but more charges could be applied pending the findings of the ongoing investigation.<\/p>\n

During the arraignment, a plea of \u201cnot guilty\u201d was entered and Haslett asked to be represented by a public defender.<\/p>\n

The judge brought forth an outstanding case against Haslett from 2021 for careless and imprudent driving. Haslett missed several court appearances in regard to the case and forfeited his bond on two separate occasions. Haslett pled guilty to the careless and imprudent charge and the judge ruled \u201ctime served\u201d for the three previous days Haslett had spent in the county detention center. Haslett asked that his bail money be returned so that he could start \u201ca fund for his son.\u201d The judge informed Haslett that in Missouri, bail paid directly to the court is refunded upon sentencing.<\/p>\n

Haslett remains in the Clay County Detention Center and awaits his next courtroom appearances. The judge scheduled a Bond Hearing for October 18, 2022, at 1:30 PM and a Preliminary Hearing was scheduled for December 2, 2022, at 9:00 AM, both at the James S.\u00a0Rooney Justice Center. 11 South Water Street, Liberty, MO.<\/p>\n

Probable Cause Statement<\/strong><\/span><\/h2>\n

On 10\/07\/2022 at about 0747 hours, Excelsior Springs officers were dispatched to (redacted)<\/strong> on the report of a female who showed up at the front door wearing a trash bag, metal collar with a padlock, and duct tape around her neck. The party advised the caller (redacted)<\/strong> that she had been held hostage at a nearby residence since September<\/em><\/p>\n

Upon the officers\u2019 arrival at the residence, they found (name of victim redacted)<\/strong> She was wearing latex lingerie and had a metal collar around her neck with a padlock, and duct tape around her neck the victim advised that a man by the name of Timothy picked her up on Prospect in Kansas City at the beginning of September 2022. She advised Timothy had kept her in a small room in the basement that he had built. He kept her restrained in handcuffs on her wrists and ankles. She was able to get free when he left to take his child to school.<\/em><\/p>\n

Excelsior Springs EMS removed the lock from the collar as it was restricting the victim\u2019s breathing. The victim was transported to Excelsior Springs Hospital by ambulance. Sgt. Samantha Nash-St. John rode in the ambulance. The victim advised she could point out the residence if the ambulance could drive by.<\/em><\/p>\n

As the ambulance drove by (redacted)<\/strong> the victim indicated it was the residence where she was held as a hostage.<\/em><\/p>\n

The victim further advised that Timothy had whipped her while she was restrained. There were injuries on the victim\u2019s back that were consistent with this description. The victim advised that Timothy had raped her multiple times and frequently while she was held as a hostage.<\/em><\/p>\n

A records check of (redacted address)<\/strong> showed the resident was Timothy Haslett, w\/m. Officers set up at the residence waiting for Haslett to arrive. At about 0841 hours, Haslett arrived in a gray Dodge Ram pickup. Officers conducted a felony traffic stop of the vehicle and took Haslett into custody on an unrelated animal control violation. Haslett did not make any statements at the time of the arrest.<\/em><\/p>\n

On 10\/07\/2022 Judge Luis Angles issued a search warrant (redacted address) <\/strong>for the interior of (redacted)<\/strong>. Upon entering the residence to clear it, Excelsior Springs Police officers observed a room in the basement consistent with what the victim had described.<\/em><\/p>\n

Haslett currently has three active warrants for failure to appear out of Clay County, MO, Cooper County, MO, and Liberty, MO. The officer filing the report believes Timothy Marrion Haslett, Jr. poses a danger to a crime victim, the community, or another person. Haslett is accused of kidnapping, sodomy, and armed criminal action. Haslett has numerous firearms in his residence.<\/em><\/p>\n

\nIn violation of Section 566.030, RSMO, committed the offense of rape in the first degree, punishable upon conviction under Section 566.030 BSMO, and subject to lifetime supervision under Section 217.735, RSMO and that on or between September 1, 2022, and October 7, 2022, in the County of Clay, State of Missouri, the defendant knowingly had sexual intercourse with the victim by the use of forcible compulsion.<\/p>\n

An individual convicted and sentenced for this offense shall not be eligible for parole until eighty-five percent of the sentence is served. The range of punishment for the unclassified felony of first-degree rape\/sodomy is imprisonment in the custody of the Missouri Department of Corrections for life or for a term of not less than five years.<\/p>\n
